I process and interview clients for medical programs in HHS. I am also an out-stationed worker who determines Medicaid, SNAP and TANF eligibility for a local hospital site.

I started my career working as a medical billing and coding specialist and moved into the payroll department in the state prison system. I always wanted to work in a field where I could make a difference. I love the many hats I wear as an out-stationed worker, as a Texas Works advisor for HHSC and as an advocate for community services.

Throughout my career, things have always changed. Although there were challenges, to hear feedback from someone who I have helped always lets me know what I am doing does matter. I take pride in that.

Monica Morante

I investigate cases of possible abuse and neglect in families.

I was working at a local sheriff department in my hometown of Falfurrias while completing college when I first learned about CPS. I became intrigued by how the work affects children’s lives and I decided to pursue it as a career.

I have worked with numerous families and do not always get to see the long-term effect of my involvement, but recently I received an email from a family who were taking care of a group of siblings. The family wrote to give me an update on the children. They were grateful for my intervention, and it was heartwarming to see the affect our work had on the children.

Monica has been a CPS investigator for several years. She is thorough and makes sure the children are the top priority. Her energy just makes you want to do better at everything. She’s inspiring. Monica deserves kudos for all of her good and hard work.

Katherine Birmingham Mooney

Katherine Birmingham Mooney

I help staff with computer-related issues. I perform updates and upgrades to ensure the reliability and integrity of network operations. I also ensure security policies are followed to protect the data and computer systems from unauthorized access. 

I began working as a temporary employee at Rusk State Hospital in the IT department in 1995. My pride in solving computer-related problems and the joy I felt when someone was grateful for my help let me know customer support is my calling. After the position turned into a permanent one, I studied and was certified in Novell and Microsoft desktop support. I left the hospital in 2009 but remained in customer support, working at Tyler Junior College in the IT department. In 2012, I returned to DSHS in Tyler and then returned to Rusk State Hospital as team lead in 2014.

Every day that I receive a thank you, a smile or kudos from staff who appreciate my help, I am encouraged to continue providing support the best support I can. I especially enjoy contributing to DSHS's public health infrastructure.

Kathy is one of the best network specialists in Texas. She has a drive for customer service, and loves teaching and providing support to her co-workers. We greatly appreciate her and the hard work she puts in each day.

Randell Hearin

Randell Hearin

I provide guidance and leadership to our local Texas Works advisors through case readings as well as promote teamwork with co-workers. I resolve client concerns in order to efficiently move the case forward. Also, I help with reports, provide front desk coverage when needed and promote laughter as possible.

After serving in the military, I started working for the state in order to help clients in my local community. I have been with the state for more than 15 years. I truly enjoy helping others and making a difference in my community.

Recently, a woman who had just moved here from another state came into my office who was truly down on her luck. I greeted her with a smile and briefly engaged her in a conversation about her children. I contacted the health and human services agency in her former location to verify her eligibility. She received SNAP and Medicaid that same day. She was very grateful to have food on the table and medical coverage for her children. I also provided her with a list of local resources and put her in contact with the Texas Workforce Commission to find work. Some cases are easier than others!

Randell is only a phone call or email away to fix problems for clerks, advisors or clients. He promptly fixes issues and contacts clients. He is a go-to person who gets things done.

I am the manager over quality assurance and consolidation for the Texas Cancer Registry.

I investigate allegations of abuse or neglect of our clients who are disabled, along with other criminal acts.
Vickie Valles
I am a switchboard operator who handles daily mail, imaging, primary electronics benefit transfers and scheduling appointments.
Robin Bethel
I manage the cases of 186 children in Grayson County and 35 children in Fannin County.
