Employees have a stake in the success of the system and their opinions are important. The goal is to tear down silos and create a culture that encourages and rewards innovation, data-driven decisions and good stewardship of taxpayers' money.
"The changes we are making across the system call for empowered employees, dedicated to improving operations, willing to chip in with their ideas and who are open to structural changes designed to support their work," he said.
